Analysis

Germany's NINA emergency app — operated by the Federal Office for Civil Protection and Disaster Assistance (BBK) — sees a sharp, predictable surge in Google Play installs every time the nationwide warning siren test triggers. The effect is consistent across all three observed Warntag dates: September 14, 2023; September 12, 2024; and September 11, 2025.

The alarm that sells itself

The Warntag reaches citizens through sirens, Cell Broadcast, and apps simultaneously — and the probe alarm is itself the most effective advertisement NINA has. In the BBK's post-event survey for Warntag 2025, 97% of respondents reported receiving a warning through at least one channel, with warning apps reaching 67%. Cell Broadcast has operated in Germany since February 2023 and now co-exists with NINA rather than replacing it: Cell Broadcast fires the initial alert, while NINA delivers location-specific detail and police warnings added in July 2025. Each September test reliably converts that moment of public awareness into a discrete install wave — a pattern now visible across three consecutive years.

Methodology

The metric is NINA's share of all Android app installs recorded on a given day among German smartphone users tracked via Google Play activity logs, covering the period August 2023 to October 2025. Expressing installs as a daily share rather than raw counts controls for panel growth over time. The three Warntag dates — September 14, 2023; September 12, 2024; and September 11, 2025 — are compared against the surrounding daily baseline to derive the spike multiple.
